Expertise is necessary to determine whether the chosen object is suitable for the specified requirements, from the point of view of industrial safety. It is necessary to prevent accidents that can occur on hazardous objects. It is necessary to ensure the preparation of facilities to localize the source of a possible accident and, subsequently, to eliminate its consequences. In Russia, issued on July 21, 1997, Federal Law No. 116 "On Industrial Safety of Hazardous Production Facilities", which regulates standards for examination. This law requires examination at production facilities that have an increased risk. The objects of expertise are: * Buildings and buildings located in the zone of a hazardous production facility. * Technical devices working in the zone of the facility. * Declaration of industrial safety. * Documents concerning how to conserve, eliminate or re-equip a dangerous object. According to Federal Law No. 116, dangerous are considered: * Objects where high-hazard substances are manufactured, processed, stored, transported and destroyed, for example, flammable, oxidizing, flammable, etc .; Objects where high-pressure equipment is operated; * Objects that work with mechanisms that lift heavy loads (for example, with escalators or cable cars, etc.); * Objects on which alloys of various metals are melted and produced; * Objects where mining and underground works are conducted, extraction of minerals; Expertise for technical devices and devices that are operated at hazardous facilities, is made in situations: * Until the time when it is operational at the production facility. * After the end of the operation term or when the number of load cycles that the manufacturer has laid out is exceeded. * If the technical documentation does not contain information about the service life of the device and if its real term of operation exceeds 20 years. * After the work on the modification of the structure, after the restoration work, after the accident or incident, which caused the breakdown of the device and after the material of the bearing elements of the technical device was replaced by another. Examination of the object is carried out: * The deadline set by the project documentation has expired. * No project documentation or in it data on the term of operation of a building or structure; * In case of damages during the accident of load-bearing structures of buildings and structures. * Passed the term of exploitation, established by the examination, during which it is safe to operate. * If there is deformation of objects that exceeds the established norms. The term of examination should not be more than 3 months from the moment of receiving a package of data and documents needed for its conduct. It takes into account the complexity and dimensions of the object itself. The order of its fulfillment is determined by the order of Rostekhnadzor No. 538 of November 14, 2013 "On Approval of Federal Norms and Rules in the Field of Industrial Safety" Rules for the Examination of Industrial Safety ". Stages of the examination: * Data collection and analysis * Appoint experts * Checking: - It is checked whether the rooms, equipment and devices are suitable for the work. - It is checked whether there are reliable systems of marking and identification. - Presence of normative and technical and methodical documents, rules, working instructions and their implementation. - Compliance with the content and reporting requirements. Upon completion of the examination, a conclusion is issued. It includes: * Report with justification, which indicates the degree of compliance of the object of examination with the requirements of industrial safety. * The conclusion entered into the Rostechnadzor registry.
